Larkin is describing Hull in this poem. He goes into quite a bit of detail as to what he can see and all the surroundings. It gives off the impression that he doesn't like it all that much. You get a negative feeling that he feels towards Hull by the description of all the man made objects. You see this shift of feeling coming to the final stanza when it all changes feeling. You see a sudden change and a sudden hope and looking into the distance.
